Stevens & Lee has a long history of representing state and local government clients, including counties, cities, boroughs, townships, municipal authorities, redevelopment authorities, industrial development authorities, housing authorities, transportation authorities, school districts, local and state agencies and various other public agencies in a wide range of matters. We are thoroughly familiar with the local, state and federal statutes, regulations and case law applicable to public entities.

Our state and local government practice is multidisciplinary in nature, involving lawyers who regularly counsel clients not only in general municipal law, but also specific areas, such as municipal finance, labor and employment and employee benefits, among others. Many of our lawyers serve or have served as solicitors to various municipalities, authorities and school districts and have also served as special counsel on specific projects or matters.

Our multidisciplinary team is staffed with a diverse group of professionals with unique expertise in state and local government, economic development, financial and operational advisory, infrastructure, emergency preparedness, energy, housing and transportation. Among the professionals on our integrated team are former elected or appointed public officials; a former General Counsel to the Commonwealth; two former General Counsels to the Pennsylvania Treasurer; a former leader of the Pennsylvania Senate Republican caucus; a former member of the Pennsylvania House of Representatives; a former Secretary of the Pennsylvania Department of Community and Economic Development; three former legislative staffers; a former managing director and finance director of a Pennsylvania third class city; and a former member of the Pennsylvania Gaming Board.

Our professionals are active in key governmental organizations, including the County Commissioners Association of Pennsylvania (CCAP) and the Pennsylvania Municipal League (PML). We are regularly called upon to speak at key state and local government symposiums and have presented at the Fels Institute of Government at the University of Pennsylvania, the Pennsylvania Office of General Counsel and the Third Circuit Judicial Conference, among many others.
