LANCASTER, PA, October 20, 2008 – Scott H. Spencer,
Esq., Co-Chair of Stevens & Lee’s Captive Insurance Group, was a
featured speaker at a seminar titled “Corporate Governance and
Captive Best Practices.” The seminar was sponsored by The Friendly
Society Restored, which advocates on behalf of the captive insurance
industry in South Carolina and by the South Carolina Department of
Insurance. Mr. Spencer presented to an audience of captive insurance
group managers, regulators, industry service providers, and other
risk professionals. The seminar was designed in part as a training
session for regulatory staff of the Department of Insurance.
Mr. Spencer discussed the current legal requirements imposed on
directors and officers of risk retention groups and other captive
insurers. He reviewed proposed legislation under consideration by
Congress and proposed governance standards under consideration by
the National Association of Insurance Commissioners. He also
presented a case study of governance best practices designed and
implemented for a client that is a large, South Carolina-domiciled
risk retention group.
Mr. Spencer concentrates his practice in captive insurance,
corporate law and finance. He has more than 20 years of experience
with captive insurance companies and alternative risk financing and
is skilled in working both domestically and off-shore with a number
of industry segments, including manufacturers, service providers and
health care organizations. Mr. Spencer has served on the Council of
the Corporation Section of the Pennsylvania Bar Association and the
Pennsylvania Securities Commission Attorney Advisory Committee. He
received a J.D. (magna cum laude) from Cornell Law School and is an
honors graduate of the Wharton School of the University of
Pennsylvania, where he received a B.S. in Economics.
