Lee's team on the hill in Harrisburg to aid in the development and
implementation of strategies to resolve complex legislative and regulatory problems.
Stevens & Lee initiated over 30 pieces of legislation introduced in the state capitol
and monitored thousands on behalf of our clients. We helped bring about legislation that
now permits property and casualty insurance companies to convert from mutual to stock form
and access the capital markets, legislation allowing Pennsylvania's third-class counties
to impose a tax on hotel room occupancy to provide revenues to build sports complexes and
civic centers, and legislation that permitted Pennsylvania's accredited zoos to benefit
from the sale of vanity license plates. It's through our unique focus on our clients'
needs and our understanding of the industries they serve that we are often able to develop
innovative ways for our clients to benefit from new laws and changing legislation in
Pennsylvania.
Our regulatory and administrative agency practice regularly represents clients
before the Pennsylvania Utility Commission (PUC), the Pennsylvania Department of
Insurance, the Department of Environmental Protection (DEP), the Pennsylvania Department
of Transportation (PennDOT), the Board of Claims and other regulatory agencies. We
serve as general counsel to the Pennsylvania Higher Education Assistance Agency (PHEAA), a
national leader in providing affordable access to higher education for Pennsylvania's
students.
We take practical, hands-on experience to the hill on your behalf. Our Government Affairs practice is headed by a former general counsel to a
constitutional officer of state government. Of our government affairs specialists,
one is the former executive director
of the Appropriations Committee in both the House and the Senate and
has over 25 years of experience in Harrisburg, and the
others each have over 10 years of lobbying experience. Among our regulatory attorneys are an attorney formerly with the Public Utility
Commission and a former general counsel to the Pennsylvania Department
of Environmental Protection.
