As
Senior Managing Director of Health Care Finance, Nancy
uses her extensive experience in this area and knowledge of tax-exempt
debt to assist health care clients in finance-related matters, including
those related to Medicare and Medicaid. She is a valued member of both
the State and Federal Government Relations Health Care teams and works
with the firm’s health care legal group on federal lobbying and
regulatory issues. In addition, she participates with Stevens & Lee’s
financial advisory affiliate, Financial S&Lutions, in health
care-related engagements.
In her government relations role, Nancy assists hospitals and related
organizations with a variety of regulatory issues. She is a recognized expert in Medicare funding policy, Medicare wage index,
disproportionate share and federal funding of state Medicaid programs.
While at Stevens & Lee, she developed the policy strategy for two
successful separate hospital reclassifications efforts that resulted in
significant increases in Medicare funding for those clients.
Prior to joining Stevens & Lee, Nancy worked for a large Harrisburg,
PA-based government relations firm and has extensive experience working
with hospital CEOs and CFOs throughout Pennsylvania. She also was Vice
President of Healthcare Finance and Insurance for The Hospital &
Healthsystem Association of Pennsylvania (HAP) in Harrisburg. In that
role, she directed regulatory and legislative policy for health care
finance relating to Medicaid, Medicare, commercial insurance and managed
care. During the period of high-managed care growth in Pennsylvania,
Nancy developed numerous resources for hospitals to use in negotiating
managed care contracts and in securing prompt payment from all types of
payors. She also served as a key facilitator in the development of
Pennsylvania’s policy for the distribution of $11.2 billion in funds
from the national tobacco settlement to hospitals.
Nancy began her healthcare career with AllHEALTH, an affiliate of the
Hospital and Healthsystem Association of Pennsylvania, overseeing the
financial services program line. She developed programs that provided
over $300 million in tax-exempt financing to Pennsylvania hospitals and
health systems and designed the $1.7 billion funding mechanism for the
Pennsylvania Medicaid pools in the 1990s. She also structured investment
pools, taxable leasing programs and insurance premium financing
products.
Nancy has devoted her career to the development of health care
finance professionals. She has been a member of the faculty of St.
Francis University of Moline, Illinois, where she taught both Healthcare
Finance and Healthcare Economics for the Masters in Healthcare
Administration Degree Program. She is a Fellow in the Healthcare
Financial Management Association (HFMA), where she currently serves at
the national level on the Chapter Advancement Team. Nancy has served the
association in various high-level roles, including a national
appointment as Chair of the HFMA CFO Advisory Forum. While President of
HFMA’s Appalachian Chapter of Central Pennsylvania, she established a
scholarship program for students enrolled in the Masters of Health
Administration Program at Penn State-Harrisburg. As Regional Executive
for HFMA, she worked extensively with hospital financial executives
throughout Pennsylvania and New Jersey.
Nancy is a nationally recognized speaker on Medicare and provides
updates at HFMA’s national education meetings and Annual National
Institute.
She holds Series 7 and Series 63 licenses from FINRA.
