Tom concentrates his practice in tax planning, tax controversies and tax policy, particularly in regard to state and local taxes. He also advises companies on identifying, negotiating and implementing business incentives.

A Certified Public Accountant and a lawyer, Tom spent seven years with Ernst & Young, LLP, where he served as the Mid-Atlantic Area Director of “SALT” Income/Franchise. He also served as tax and executive counsel to a Fortune 300 company for over 15 years, where he also held the position of Tax Director.

As one of the most prominent SALT experts among Pennsylvania’s public policy and business leaders, Tom is a frequent speaker for the Tax Executives Institute and Financial Executive International and publishes regularly in PA Banker Magazine and CCH State Income Tax Alert.
