Mike focuses his practice on assisting energy, telecommunications and other utility companies with state regulatory and business planning matters. He represents competitive telecommunications carriers and electric distribution companies in a wide range of matters before the Pennsylvania Public Utility Commission, including consumer complaint matters, applications for and expansion of PUC certification, negotiation of telecommunications interconnection agreements, litigation of disputes between interconnected telecommunications companies, reciprocal compensation and USF issues, tariffing issues and PUC policy proceedings.

Mike also represents companies of all sizes in a broad range of state and local tax matters. A major part of Mike’s tax practice involves defending clients against state tax assessments and identifying and pursuing sales, use and excise tax refunds on behalf of his clients. He has represented major corporations and non-profit entities in complex sales, use and excise tax matters in 20 states. His tax clients include telecommunications companies, cable companies, internet service providers, manufacturers, non-profit organizations, financial institutions, retailers and hospitals.

Mike also counsels companies on identifying, negotiating and implementing state business incentives. He has provided legal and regulatory guidance to clients in connection with numerous state incentives programs, including site-development loans, brownfields remediation programs, job creation tax credits, infrastructure improvement funding, opportunity grants and urban redevelopment projects.
