As Executive Director of Federal Affairs, Scott
works with clients in federal matters, with a focus on
health care. His work is grounded in 27 years of experience in
government relations and health policy. He assists hospitals and health care providers
throughout Pennsylvania with federal policies, appropriations and
regulatory issues in support of their objectives. He also represents
technology organizations with health care oriented technology issues and
funding.
Scott is a veteran government affairs specialist in
Washington, D.C. and has garnered bipartisan support in lobbying on
behalf of numerous hospitals, health systems and health care issues. He
uses his extensive experience in grassroots advocacy to advise clients
on how to work effectively with legislators and become stronger
advocates. A recognized expert in Medicare Area Wage Index issues
and reclassification strategies, Mr. Malan successfully led two separate
hospital reclassifications efforts that resulted in significant
increases in Medicare funding for those clients.
Before joining Stevens & Lee, Scott was Vice
President of Federal Affairs for a large Harrisburg, PA-based government
relations firm, where he represented numerous hospital and health care
providers before Congress in significant federal health care
appropriations and legislative matters. He also served as Vice President of Legislative Services
at the Hospital & Healthsystem Association of Pennsylvania (HAP),
where he directed federal advocacy campaigns that gained Pennsylvania
hospitals and health systems hundreds of millions of dollars in Medicare
disproportionate share payments and Medicaid funding. Scott also helped
secure key sponsorships for several of the national hospital community’s
flagship payment and medical liability reform measures, and consistently
delivered widespread and bipartisan support for these measures from the
Pennsylvania congressional delegation. He organized Capitol Hill visits
and legislative and executive briefings for hospitals and health system
members during the annual AHA meeting in Washington, D.C.
Prior to working for HAP, Scott was the Director of
Federal Government Affairs for the Illinois Hospital Association (IHA),
where he represented the interests of 250 Illinois hospitals in
executive and legislative branches of state government and in
Washington, DC. He also represented IHA member hospitals in coalition
actions that resulted in changes in national Medicare policy with
significant benefit to Illinois hospitals. Scott began his career working as the Director of
Public Relations and Fundraising at the Greenville Regional Hospital
(formerly Utlaut Memorial Hospital).
Scott has served on numerous
campaign and health care advisory committees for U.S. Senator Arlen
Specter and former U.S. Senators Harris Wofford, John Heinz and Paul
Simon, as well as U.S. Congressmen Phil English and Tim Holden.
