Frank focuses his practice on complex commercial litigation in the areas of information technology, intellectual property, antitrust and construction. He has successfully tried many arbitrations and bench and jury trials to verdict.

Frank also negotiates IT-related transactions for clients, including software licensing agreements, IT outsourcing, web hosting, software development and other IT service contracts and provides dispute avoidance and business counseling.

Frank is a guest lecturer on legal topics at The Pennsylvania State University and Widener University School of Law.

He has been published and quoted on IT-related topics in InformationWeek, Technology Times, Computer World, IT Professional and SmartBusiness Philadelphia. Frank has also appeared on CNBC’s “Power Lunch” and Fox Business Network’s “Money for Breakfast.”

As published in Philadelphia magazine, Frank was recognized as a Pennsylvania Super Lawyer Rising Star from 2005 through 2007. In 2008, Frank was named a Lawyer on the Fast Track by The Legal Intelligencer and Pennsylvania Law Weekly. He was one of 35 Pennsylvania attorneys selected as the future leaders of the state’s legal community. In 2010, Frank was named to SmartCEO’s “Legal Elite” list.

Representative Matters:
  • Represented a client in the bankruptcy of a wireless telecommunications company where he secured for his client the right to control a number of wireless telecommunications licenses worth over $9 million
  • Represented a pharmaceutical company in litigation over alleged theft of trade secrets, obtaining a multimillion dollar settlement payment and an agreement from the competitor to delay launch of its product
  • Defended a copyright infringement claim by an architect against a national residential homebuilder, obtaining a summary judgment dismissing all claims against the homebuilder
  • Prosecuted multimillion dollar claims of fraud, breach of contract, negligence and malpractice from a failed custom software development project
  • Prosecuted multimillion dollar claims of fraud and breach of contract from the sale of a software company
