LANCASTER, PA, October 2, 2022 – Stevens & Lee attorneys Charles M. Suhr and Ambrose W. Heinz co-presented at the Pennsylvania Chapter of the American Planning Association’s 2022 Annual Conference held in Lancaster, PA, on Sunday, October 2, 2022.
Mr. Suhr and Mr. Heinz led the interactive presentation “Pennsylvania Land Use Law Update: Appellate Cases from 2021-2022.” The speakers shared insights, hypotheticals and key takeaways about rulings involving a range of cases from traditional zoning approval cases (variances, special exceptions and conditional uses), zoning interpretation cases and validity challenges, to subdivision and land development cases.
Mr. Suhr concentrates his practice in real estate with an emphasis on land development. He represents landowners and developers in obtaining municipal approvals for residential, commercial and industrial developments and appears before local planning commissions, governing bodies and zoning hearing boards throughout south-central Pennsylvania.
He has successfully challenged municipal land development decisions and zoning hearing board decisions in the Courts of Common Pleas and the Pennsylvania Commonwealth Court. Mr. Suhr has also successfully brought and defended procedural challenges to the adoption of municipal zoning ordinances.
Mr. Suhr holds a J.D., cum laude, from Temple University School of Law, an M.S. in Mining Engineering from the University of the Witwatersrand, Johannesburg, South Africa and a B.S. from The Pennsylvania State University.
Mr. Heinz counsels clients in land use, development and zoning matters. He assists clients in maximizing the value of their real estate holdings by securing the necessary federal, state and local approvals to allow for residential, commercial and industrial developments throughout Pennsylvania. In advocating for his clients’ property rights, Mr. Heinz represents clients in land use and zoning appeals and other legal proceedings in the federal and state courts. He also assists clients in obtaining regulatory approvals needed for development from state agencies.
As part of his general real estate practice, Mr. Heinz represents clients in the purchase and sale of office, retail and industrial properties. He also serves as outside leasing counsel for several large commercial landlords and has represented numerous commercial tenants in negotiating leases for office, retail and warehousing space.
He holds a J.D. from The Dickinson School of Law of The Pennsylvania State University and a B.A. from The Pennsylvania State University.
