Ramiro M. Carbonell and Michael D. Vind Present at Pennsylvania Parking Authority Annual Conference and Exhibition

READING, PA, November 5, 2010 – Ramiro M. Carbonell, Esq., a Shareholder of Stevens & Lee and Michael D. Vind, Managing Director of FSL Public Finance, were featured presenters at the Pennsylvania Parking Association’s Annual Conference and Exhibition on October 1, at the Nittany Lion Inn in State College, PA.

Messrs. Carbonell and Vind addressed financing options and legal requirements of current capital projects to an audience of transportation, parking and city officials.

Ramiro M. Carbonell concentrates his practice in tax-exempt finance with an emphasis on taxation and federal arbitrage law, Federal Low Income Housing Tax Credit transactions and New Markets Tax Credit transactions. He serves as bond counsel, special tax counsel, underwriter’s counsel, borrower’s counsel, trustee’s counsel and as counsel to the liquidity provider for a variety of matters. He has represented investors, developers and syndicators in housing transactions, Federal Historic Tax Credit transactions and New Markets Tax Credit transactions.

Mr. Carbonell sits on the Board of Trustees of the Pennsylvania Housing Alliance and the Pennsylvania Association of Bond Lawyers. He received an M.Fin. from Penn State University, an LL.M. in Taxation from Temple University School of Law, a J.D. with Tax Honors from Rutgers School of Law and a B.S. from New York University.

Michael D. Vind is Managing Director of FSL Public Finance, and has advised a number of local government and non-profit clients in connection with debt issuances and derivative products (including LIBOR based swaps, BMA based swaps, caps, options, forward starting swaps and basis swaps) with a combined notional and par amount in excess of $4.1 billion since 2004.

Mr. Vind received an MBA with a concentration in government/non-profit study from Alvernia University and a B.S. in Business Administration/Finance from Drexel University.
