Charles served as Co-Chair of the Stevens & Lee Health Law Department from 1998 until 2020. He represents healthcare systems in a wide range of matters, including mergers and acquisitions, joint ventures, affiliations and reorganizations, antitrust planning and compliance, fraud and abuse law compliance, exempt organization tax planning and healthcare contracting and compliance.

Charles frequently lectures on these topics as they affect healthcare organizations and regularly publishes articles on these and other healthcare subjects.

Charles served as law clerk for Justice Sidney M. Schreiber, Supreme Court of New Jersey.

While in law school, he was Editor of the University of Pennsylvania Law Review and was elected to the Order of the Coif.
