Frank has more than three decades of experience assisting clients with environmental litigation, complex commercial litigation and real estate transactions. He has a deep understanding of the intersection of federal and New Jersey environmental policy and business operations and advises clients across industries, with particular experience in the petroleum sector in which he serves as counsel to the New Jersey Energy Marketers Group (NJEMG, formerly NJGCA). Frank has prosecuted and defended hundreds of complex environmental matters, many of which involved cleanup cost recovery and insurance coverage. His areas of focus extend to:

  • New Jersey Spill Act cleanup cost recovery litigation
  • New Jersey Industrial Site Recovery Act (ISRA) compliance
  • Purchase, sale, leasing and financing of commercial and industrial properties, particularly those involving environmental issues
  • Petroleum law litigation and related transactional matters such as the purchase, sale and leasing of service stations, supply agreement negotiations and disputes and the Petroleum Marketing Practices Act (PMPA)
  • Underground storage tank regulations
  • Land use, zoning, planning, historic preservation law and farmland preservation matters

As a complex commercial litigator, Frank has handled contractual disputes, commercial leases, real estate and land use disputes, partnership and shareholder disputes, business law matters, insurance coverage issues and employment law matters.
