You have developed a great product and a government entity is interested in buying it, but you are told your product can only be purchased through a potentially months-long advertised competitive bid process. For example, there is a monetary price threshold under which advertised bidding is not required. In addition, numerous other potential avenues exist, including waivers of advertising, pilot projects, public-private partnerships and the use of national or statewide cooperative bids.
